Removes the requirement that architects document 8 years of professional experience before examination, instead requiring only completion of a first professional degree in architecture satisfactory to the board of architects.

Maintains the requirement for architects to provide at least 5 references, including 3 from licensed architects with personal knowledge of professional experience.

Requires professional engineers to document 8 years of professional experience and a baccalaureate degree in engineering from an accredited program before admission to the professional practice examination.

Requires professional surveyors to document 8 years of professional experience (with not more than 5 years of education) and a degree in professional surveying or related field before admission to the professional practice examination.

Establishes a 10-year deadline for completing all licensure requirements after application receipt, after which the application becomes void if incomplete.
