SB 598 Summary

• Enacts the "Interstate Compact to Elect the President by National Popular Vote" allowing Michigan to join an agreement with other states to award electoral votes based on national popular vote winner rather than state-by-state results.

• Requires each member state to conduct a statewide popular election for President and Vice President, with chief election officials determining votes for each presidential slate and calculating a combined "national popular vote total."

• Designates the presidential slate receiving the largest national popular vote total across all member states as the "national popular vote winner" and directs member states to appoint electors pledged to that winner.

• Takes effect only when states cumulatively possessing a majority of all electoral votes (270 out of 538) have enacted the same agreement in substantially identical form.

• Allows member states to withdraw from the compact except within six months of the end of a President's term, and terminates the agreement if the Electoral College is abolished.
