Creates a special fraud control fund in the Department of Treasury consisting of interest and penalties collected under section 62 and gifts/interest/profits earned by the fund.

Directs all money in the special fraud control fund to be used first for acquiring packaged software with proven success in detecting and collecting unemployment benefit overpayments, then for administrative costs associated with prevention, discovery, and collection of overpayments.

Requires the unemployment insurance agency to submit a biennial report to the legislature showing how special fraud control fund money was used and results obtained.

Authorizes withdrawal of $79,500,000.00 from the contingent fund on June 30, 2002, for deposit into the general fund.

Requires at the close of each fiscal year starting in 2002, any contingent fund balance exceeding $15,000,000.00 shall lapse to the unemployment trust fund.

Bill effectiveness is conditioned on the enactment of Senate Bills 612, 613, and 614 of the 95th Legislature.
