Requires car rental fee actions to be filed in small claims division when legally possible, with costs potentially assessed against a defendant or plaintiff who removes the action to a higher court without prevailing.

Specifies that decisions on car rental fee claims are not res judicata for other liability proceedings arising from the same circumstances.

Maintains existing no-fault insurance thresholds requiring proof of death, serious impairment of body function, or permanent serious disfigurement for noneconomic loss recovery.
