Removes the phrase "rate of" from section 81133(a), clarifying that ORV operators must not operate at a speed greater than is reasonable and proper or in a careless manner.

Modifies helmet and protective eyewear requirements in section 81133(b) by adding two conditions under which the requirement does not apply: (i) when the vehicle is equipped with a roof meeting crash helmet standards and operator/passengers wear safety belts, or (ii) when operating on agricultural property owned or leased by the operator or their parent/legal guardian.

Defines "agricultural property" to include land used for farming operations such as cultivating soil, growing crops, dairying, raising livestock, and similar activities, but excludes commercial storage, processing, distribution, marketing, or shipping operations.

Makes various technical corrections throughout the section, including changing "and" to "to" regarding timeframes for lighting requirements and replacing "pursuant to" with "under" in multiple subsections.
