Creates an independent defense contract coordination center within the Michigan strategic fund to focus on job creation and retention from defense and homeland security contract opportunities.

Center must coordinate with procurement technical assistance centers to maximize homeland security and defense business opportunities for small businesses and research programs in Michigan.

Establishes a performance objective to increase defense and homeland security contracts awarded to Michigan-based businesses by 25% within one year of July 20, 2006.

Requires the center to hire an executive director and support staff, with additional staffing approved by the Michigan strategic fund board after development of an approved business plan.

Prohibits the center from using state funds to construct or renovate buildings for its own use.
