Department of Education must develop or adopt a model early intervention program for students in grades K-3 by January 1, 2010.

Model program must have the same goals and elements as the early intervening model program described in section 641 of the Revised School Code.

Department must make the model program available to school districts, intermediate school districts, and public school academies.

School districts, intermediate school districts, and public school academies are encouraged to adopt and implement the model early intervention program or similar early intervening programs.
