Amends the Public Employment Relations Act to exclude public school administrators in first-class school districts from the definition of "public employee" if a chief executive officer issues an order determining it is in the school district's best interest by April 9, 2000.

Prohibits collective bargaining between public school employers and unions on ten specific subjects, including school year start dates, pupil contact time requirements, composition of decision-making bodies, interdistrict enrollment decisions, and contracting for noninstructional services.

Expands the definition of "strike" for public school employees to include work stoppages protesting alleged unfair labor practices by the employer.

Adds provisions recognizing neighborhood public schools established under part 6D of the revised school code and clarifying the status of employees in various school structures.

Makes the bill's effectiveness contingent on Senate Bill No. 636 of the 95th Legislature being enacted into law.
