Amends Michigan's Criminal Procedure Code to modify sentencing guidelines under MCL 777.13k for felonies related to embryonic and stem cell research enumerated in chapter 333 of the Michigan Compiled Laws.

Replaces the single felony category under MCL 333.2690 (Sale or delivery of fetus or embryo) with two new separate offenses: transferring, distributing, or donating an embryo, fetus, or neonate for wrongful use (Class E felony with 5-year maximum); and purchasing or selling a human embryo or oocyte for stem cell procedures (Class E felony with 5-year maximum).

Adds sentencing guideline classifications for violations including improper use of human embryos or fetuses for nontherapeutic research, research on dead embryos or fetuses without consent, abortion to obtain an embryo, creating human or animal chimeric embryos, and related reporting and disclosure violations.

Does not take effect unless Senate Bill 647 of the 95th Legislature is enacted into law.
