Prohibits individuals from intentionally engaging in or attempting to engage in human cloning under MCL 750.430a.

Exempts scientific research and cell-based therapies from the human cloning prohibition, provided they are not specifically prohibited under this section.

Prohibits individuals from intentionally transporting, attempting to transport, or causing to be transported into Michigan a human embryo created through human cloning.

Establishes violations as a felony punishable by imprisonment for not more than 10 years or a fine of not more than $10,000,000, or both.

Defines "human cloning" by reference to the definition in section 16274 of the Public Health Code (MCL 333.16274).
