Establishes the "Travel Expense Responsibility Act" to limit out-of-state travel expenses paid by local units of government and local pension or retirement systems.

Restricts out-of-state travel funding to six specific conditions: legal mandates or court orders, health and safety protection, budgetary savings or revenue increases, federal compliance requirements, essential specialized training unavailable in-state, or financing entirely by federal or private grants.

Requires annual travel reports by January 1 posted on public websites listing all out-of-state travel funded with public money from the preceding fiscal year.

Travel reports must include traveler names, destinations, dates, reason for travel, itemized costs (transportation, food, lodging, vehicle rental with vendor names), and total annual out-of-state travel expenses.
