Requires instruction to stress abstinence as the only 100% effective protection against unplanned pregnancy and sexually transmitted infections while permitting instruction on behavioral risk reduction strategies that are not fully effective.

Mandates parental notification and prior opportunity to review materials before pupils attend classes discussing family planning or reproductive health, with right to excuse pupil from class without penalty or academic loss.
