Amends the Traxler-McCauley-Law-Bowman bingo act to add definition of "small millionaire party" as a party operated only by unpaid organization members and "large millionaire party" as any other millionaire party.

Establishes that Michigan progressive jackpot bingo game prizes are exempt from the standard prize limitations ($3,500 per occasion, $1,100 per game) that apply to large bingo.

Increases license fees for millionaire parties: large millionaire parties from unspecified amount to $250.00 per day, and small millionaire parties to $50.00 per day.

Allows the commissioner to waive qualified organization requirements under extreme hardship conditions to license special bingo or raffles conducted by nonprofits where all net proceeds go to charity and no participants receive compensation.

Creates expedited millionaire party license process requiring an additional $300.00 fee, with board approval and license issuance within 10 days of application.
