Establishes the Michigan Transportation Fund as a trust fund in the state treasury, receiving revenue from motor fuel taxes, vehicle registration fees, and motor carrier fees.

Restricts investment income from the fund so it cannot be used for the department's administrative expenses and must be deposited back into the Michigan Transportation Fund.

Caps appropriations from the Michigan Transportation Fund for department administration and enforcement at $20,000,000 per state fiscal year.

Allocates Michigan Transportation Fund revenue through a formula: state trunk line fund (39.1%), county road commissions (39.1%), cities and villages (21.8%), local bridge fund, comprehensive transportation fund, and other specified purposes.

Creates a Local Bridge Fund with $3,000,000 minimum annual appropriation and establishes a local bridge advisory board and regional bridge councils to distribute funds for bridge preservation, improvement, and reconstruction projects.
