Adds definition of "Indian tribe" to the Intermunicipal Water and Sewer Authority Act to mean an Indian tribe, band, nation, or other organized group or community of Indians recognized as eligible for services by the United States Secretary of the Interior based on their status as Indians

Clarifies definition of "constituent municipality" to include all municipalities within territorial limits of counties when an authority is incorporated by 2 or more counties, whether counties are original incorporators or become constituents later

Maintains existing definitions for "authority," "municipality," "sewage disposal system," "solid waste management system," and "water supply system" under the 1955 act

Effective immediately upon Governor's approval on December 11, 2009
