Amends the Municipal Authority Act to allow municipalities and Indian tribes to enter into contracts with sewage, water, and solid waste authorities through governing body resolution.

Requires municipalities to publish notice of the resolution in a newspaper of general circulation, stating the contract's purpose, payment source, and the right to petition for a referendum.

Contracts become effective after 45 days from publication unless a petition signed by at least 10% or 15,000 registered electors (whichever is less) requests a referendum.

If a referendum petition is filed, the contract requires approval by a majority of qualified electors voting at a general or special election to become effective.

Petition signatures must be verified under oath and are subject to the same rejection procedures as those used by city clerks under the 1909 Home Rule City Act.
