Amends the 1955 Public Act 233 governing municipal authorities to authorize enforcement of rules and regulations by Indian tribes that have contracted with the authority for service.

Establishes that authorities, constituent municipalities, and contracting municipalities or Indian tribes may enforce rules and regulations through citation or appearance ticket issuance.

Restricts authority enforcement powers to violators within its municipality, while allowing municipalities and Indian tribes to enforce against violators in their respective jurisdictions.

Grants enforcement authorities the power to bring court actions to enjoin rule violations or recover damages, with costs and fees awarded under the Revised Judicature Act of 1961.

Takes effect immediately upon approval by the Governor on December 11, 2009.
