Removes the January 1, 2007 effective date requirement, allowing the Secretary of State to develop fund-raising plates at any time rather than only from that date forward.

Establishes a $15,000 start-up fee for new fund-raising plates (deposited in transportation administration collection fund through October 1, 2011) and a $2,000 redesign fee after 3 years, both nonrefundable.

Removes the limit of "not more than 8" different state-sponsored fund-raising plates, allowing unlimited development of such plates going forward.

Creates the Mackinac Island State Park Commission Fund within the state treasury to receive donation money from the sale of War of 1812 bicentennial fund-raising plates, with quarterly disbursements to the Commission starting no later than February 1, 2011.

Requires the Secretary of State to design and issue a fund-raising plate recognizing the bicentennial of the War of 1812, with the Secretary of State serving as fund administrator for auditing purposes.
