Prohibits city, township, or village clerks from registering persons they know or have good reason to believe are not qualified residents and electors.

Prohibits individuals from knowingly registering to vote if they are not qualified electors.

Requires clerks to forward voter registration applications of suspected unqualified electors to the county prosecutor for investigation.

Prohibits knowingly submitting fraudulent or forged voter registration applications to any election official or the secretary of state, with "person" defined to include businesses, organizations, and groups acting jointly.

Makes violations by clerks (subsection 1) a misdemeanor; makes violations by individuals submitting false applications (subsections 2 and 4) felonies.
