Amends the 1971 Home Solicitation Sales Act to update definitions of terms used in regulating home solicitation sales and telephone solicitation practices

Defines "home solicitation sale" as a sale of goods or services exceeding $25.00 initiated through personal, telephonic, or written solicitation at a buyer's residence, with specific exemptions for preexisting accounts, business establishments, licensed insurance agents, and printed advertisements

Excludes loans, deposits, trust accounts from federally insured depository institutions and extensions of credit under six specified lending acts from the definition of goods or services in home solicitation sales

Updates references to securities laws by including both the 1964 Uniform Securities Act and the 2002 Uniform Securities Act as exclusions from home solicitation sales regulations

Establishes definitions for related terms including "business day," "ADAD" (automatic dialing and announcing devices), "do-not-call list," "existing customer," "telephone solicitation," and "telephone solicitor"
