Amends the Drain Code to require the drain commissioner to give notice for receiving bids and holding a public meeting to review the apportionment of benefits, with the meeting scheduled 5-30 days after the bid deadline.

Requires notice to be published at least twice in a newspaper at least 10 days before the bid date, and mailed first-class to all property owners on the tax assessment roll at least 10 days before the apportionment review meeting.

Specifies that mailed notice must include the bid date/time/place, apportionment review meeting details, drain name and specifications, culvert and bridge locations, and a description of the special assessment district.

Allows property owners to pay drain assessments in full at any time to avoid further interest charges, with assessments collected like property taxes.

Requires completion of cost computation before the apportionment review, with provisions to adjourn the review up to 20 days for completion or to hold a new hearing with similar notice if contracts change.
