Requires hospitals to establish a seasonal influenza immunization policy beginning October 1, 2010, consistent with federal Centers for Disease Control and Prevention guidelines and recommendations.

Policy must include procedures for identifying and offering influenza vaccination to patients 65 years of age or older (and optionally other at-risk patients) admitted for 24 hours or more during influenza season (October 1 to March 1).

Hospitals must provide patients or their representatives with information about vaccination risks and benefits, implement a standing order policy approved by medical director assessing contraindications, and establish documentation systems for vaccinations, refusals, contraindications, and adverse events.

Requires a procedural plan for managing influenza vaccine supply.

Section 21529 repeals effective April 1, 2012, and the act's effectiveness is contingent upon enactment of House Bill No. 4172.
