Requires child care centers, group child care homes, and family child care homes to maintain a licensing notebook on-site containing all licensing inspections, renewal inspections, investigations, and corrective action plans available for parent and guardian review during normal operating hours.

Directs the department to include a checkbox on the "Child in Care/Receipt" form acknowledging parents' awareness of the licensing notebook and its availability on the department's website, with the website address displayed in bold print.

Prohibits the department from issuing or renewing licenses for child care centers, group child care homes, or family child care homes if the applicant had a previous license revoked due to violations resulting in serious injury or death of a child under its care.

Authorizes local government legislative bodies to file complaints with the department to suspend, deny, or revoke licenses for child caring institutions or foster family group homes, with the department required to resolve complaints within 45 days and both parties retaining appeal rights.

Effective immediately upon approval by the Governor on May 27, 2010.
