SB 0727 Summary

• Allows former parents whose parental rights were terminated to file statements with the central adoption registry consenting to or denying release of their identifying information to adoptees.

• Permits adult former siblings to file statements consenting to release of their name and address to adult adoptees if the sibling knows the adoptee's birth name.

• Establishes that consent to release identifying information is presumed for former parents unless they file a denial statement with the central adoption registry.

• Requires child placing agencies, courts, and the department to provide nonidentifying information within 63 days of request and identifying information within 63 days after receiving clearance from the central adoption registry.

• Applies different release rules for adoptions based on termination date: adoptions between May 28, 1945 and September 12, 1980 require both parents' consent or deceased status; adoptions before May 28, 1945 or after September 12, 1980 allow release unless parent has filed active denial.
