Removes the word "However" from Section 3(1) to clarify that public officers and employees cannot simultaneously serve on governing boards of more than one institution of higher education, and cannot simultaneously be both an employee and board member of the same institution.

Allows public officers or employees of cities, villages, or townships with populations under 25,000 to serve as emergency medical services personnel or volunteer firefighters (with exceptions for full-time firefighters, fire chiefs, and union negotiators).

Permits governing bodies of cities, villages, and townships under 25,000 population, and counties under 50,000 population, to authorize public officers and employees to perform additional services with or without compensation.

Allows school board members to serve as volunteer coaches or supervisors of student extracurricular activities if they receive no compensation, abstain from voting on related board issues, no qualified applicants are available, and criminal background checks are completed.

Allows community mental health services program employees to serve on separate legal entities, joint boards, or regional entities created by multiple programs without violating incompatible office restrictions.
