Requires dealer premises to have a minimum of 1,300 square feet for vehicle display (10+ vehicles) plus 650 square feet for customer parking, with adequate surfacing and lighting during business hours; exempts residential premises from this requirement.

Mandates dealer offices of at least 150 square feet with standard furniture, utilities, restroom, and a working telephone listed in the business name; requires conspicuous signage visible from highways and posted hours of at least 20 hours per week (reduced from 30 hours).

Expands the distance allowance for servicing agreements from 10 miles to 30 miles from the established place of business if dealer lacks on-site registered repair facility.

Changes the investigation timeline for dealer license applications from "within 15 days" to "not more than 15 days" and updates language regarding servicing agreements and bonding requirements.
