Permits operation of towing vehicles with mobile homes or park model trailers meeting specified size limits without a permit: not more than 45 feet long (or 60 feet combined with towing vehicle), not more than 12.5 feet high, and not more than 102 inches wide at base rail.

Allows jurisdictional authorities to issue annual permits for mobile home transport companies, manufacturers, and dealers to move units up to 12 feet wide and 80 feet long (105 feet combined with towing vehicle) on weekdays during daylight hours only.

Authorizes special permits for units up to 16 feet wide plus 6-inch appurtenances, with operators required to use rightmost lane, prohibits movement when wind exceeds 25 mph for units 14+ feet wide, and mandates flashing amber lights, directional/stop lights, and oversize load signage.

Requires minimum 34-inch spacing between axles and compliance with state transportation department standards for axles and tires on all mobile homes and park model trailers being moved under this section.

Allows state transportation commission to halt issuance of special permits for units exceeding 14⅓ feet wide if determined to create unreasonable safety hazards, with exceptions for units under existing binding contracts; violations subject to civil fine up to $500.
