Changes school board election reference from section 642 or 642a to section 642c of Michigan election law.

Requires school boards proposing to change the number of board members or terms of office to submit proposed ballot language and transition plan to the Secretary of State at least 30 days before submitting to the election coordinator.

Secretary of State must approve or reject the transition plan within 10 business days, approving only plans providing temporary relief until school board terms comply with law.

Removes May election date as a regular election option and establishes that school board members elected at August regular elections take office on September 1 immediately following the election.

Bill takes effect only if Senate Bills 751, 752, and 754 from the 95th Legislature are also enacted into law.
