Eliminates the ability of school districts to call special elections for borrowing money, increasing millage, or establishing bonds through initiative petitions by removing subsection (4) from section 641 of the Michigan Election Law.

Removes the requirement that school districts obtain petition signatures within 60 days before filing and file petitions by 4 p.m. of the twelfth Tuesday before the proposed election date.

Removes the prohibition on holding school district special elections within 30 days before or 35 days after regular election dates, and eliminates the limit of one special election per calendar year per school district.

Repeals the secretary of state reporting requirement to provide annual reports to legislative committees on special elections held by school districts, including data on election frequency, success rates, and voter turnout.

Bill effectiveness is contingent on Senate Bill No. 756 of the 95th Legislature being enacted into law.
