Amends Michigan's high school graduation requirements under the Michigan Merit Standard, effective July 1, 2011, requiring 4 credits in English language arts and 3 credits in science (including biology and either chemistry or physics) with a fourth science credit strongly encouraged.

Establishes personal curriculum provisions allowing parents, teachers, or school counselors to request modified graduation requirements for individual students, subject to superintendent approval and with measurable goals and quarterly progress monitoring.

Permits modifications to mathematics, social science, health/physical education, and arts credit requirements through personal curricula if students complete additional credits in English, mathematics, science, or foreign language, except for English language arts and science credits which cannot be modified.

Requires school districts and public school academies to develop educational development plans for all students starting in grade 7, with review and revision in grade 8, based on high school readiness and career pathways programs.

Mandates that school districts ensure all required curriculum components are available to students through traditional courses, alternative instructional delivery methods (including online courses and career and technical education), or cooperative arrangements with other schools.
