Establishes a 30-day response requirement for the Michigan Department to respond in writing to rule-making requests from the boxing and mixed martial arts commission, including reasoning for acceptance or denial.

Creates an unarmed combat fund as a revolving fund in the state treasury, funded by regulatory fees, license fees, event fees, and administrative fines, with all money designated for administration and enforcement costs.

Requires the department to promulgate rules covering ring official qualifications and compensation, licensee qualifications, license fees, prohibited substances and enhancers, and standards to accommodate federally imposed mandates.

Incorporates the New Jersey State Athletic Control Board's mixed martial arts unified rules (N.J.A.C. 13:46-24A and 24B as of February 20, 2005) by reference, except for license fee provisions, with Michigan law superseding any conflicting provisions.

Grants the commission and department joint management and jurisdiction over all professional boxing and professional mixed martial arts contests or exhibitions conducted within Michigan, with authority to establish reciprocity agreements with other state and national commissions.
