Amends the Banking Code of 1999 to add new subsection (4) to Section 4101, which prohibits banks from charging account holders any fees based on account inactivity.

Maintains all existing bank powers and authorities under the Banking Code, including the ability to engage in banking and banking-related business, make contracts, sue and be sued, and establish bylaws.

Preserves bank authority to enter into agency relationships with affiliated depository institutions and to contract with agents to conduct activities at agency offices.

Preserves additional bank powers including the ability to own messenger services, engage in insurance and surety business, provide brokerage services, and exercise other powers as authorized by the commissioner.
