Creates the Uniform Real Property Electronic Recording Act to establish legal framework for electronic recording of real property documents by county registers of deeds in Michigan.

Electronic documents and electronic signatures satisfy legal requirements for originality, paper format, writing, and signatures in land record recording, provided electronic signatures meet notarization and verification standards.

County registers of deeds may receive, index, store, archive, and transmit electronic documents while continuing to accept paper documents and maintaining unified indexes for both formats.

Establishes an Electronic Recording Commission effective January 1, 2011, consisting of 8 members including 4 county registers of deeds, a title professional, banker, and real property attorney, appointed by the governor for staggered 2-year terms.

Commission shall adopt standards for electronic recording that promote uniformity with other jurisdictions, consider national standards and industry best practices, and ensure adequate information security and document authentication.
