Amends the Michigan Liquor Control Code of 1998 to add section 528, allowing the Michigan Liquor and Cannabis Control Commission to offer expedited filing and license issuance for an additional nonrefundable fee.

Establishes two expedited processing options: $1,200 for completion within 10 business days, or $600 for completion within 20 business days after request.

Requires the commission to retain expedited filing revenue to carry out its duties, except for reimbursing the Department of State Police and local law enforcement for fingerprint processing costs.

Clarifies that the commission's expedited processing responsibilities extend only to actions under its direct control and do not apply to actions by other state agencies or local governments.

Modifies section 525(3) to reference the new expedited filing requirements in section 528 as an exception to the standard 90-day license issuance timeline.
