Reduces mid-year fee (for vehicles beginning operation after June 30) from $50.00 to $12.50 per vehicle.

Reduces annual fee for trucks or tractors used exclusively for household goods transportation from $50.00 to $12.50.

Maintains temporary 72-hour permit fee at $10.00 and replacement identification fee at $10.00.

Preserves exemption for motor carriers operating vehicles within the area described in section 2(1)(a) of article V from paying these fees.
