Amends the Michigan transportation fund allocation in 1951 PA 51 to redirect revenue from an increase in the motor carrier fuel tax effective January 1, 2010.

Beginning January 1, 2010, appropriates 4 cents of revenue from the motor carrier fuel tax (1980 PA 119) to the state trunk line fund for repair of state bridges under section 11.

Makes numerous technical changes to fund distribution formulas and administrative procedures for local bridge programs, including establishing regional bridge councils and advisory boards.

Requires the state transportation department to issue bonds of at least $30,000,000 to supplement local bridge program funding beginning October 1, 2004.

Contains an enacting clause making the bill's effectiveness contingent on Senate Bill No. 862 of the 95th Legislature being enacted into law.
