Senate Bill 876 Summary

• Department shall submit annual reports to legislature beginning December 31, 2010, containing descriptions of each State Transportation Improvement Program (STIP) project, approved funding amounts, contractor names, and projected design service life for each project.

• Starting December 31, 2011, department must add to annual reports the number of STIP projects that failed to meet projected design service life, number under warranty coverage, detailed explanations for failures including analysis of material and workmanship deficiencies, and explanations for projects approved without warranties.

• County road commissions, cities, and villages receiving transportation funds must submit annual reports beginning December 31, 2010, describing each project funded, funding amounts received, and projected design service life.

• Starting December 31, 2011, local units must add to their reports the number of funded projects failing to meet design service life, number under warranty coverage, detailed explanations for failures including deficiency analysis, and justifications for approving projects without warranties.
