Establishes a pilot project from January 1, 2010 through December 31, 2011 for the Secretary of State to test internet voting, mail voting, or a combination of both in school district elections.

Requires selection of 6 to 12 school districts varying in size (small districts with fewer than 5,000 pupils and large districts with 5,000 or more pupils) and geography (urban districts with 500+ persons per square mile and rural districts with 100 or fewer persons per square mile).

Limits pilot project elections to those with a single question on the ballot, with local election officials cooperating with the Secretary of State to conduct the test elections using secure procedures established by the Secretary of State.

Requires the Secretary of State to submit a report by March 31, 2012 to the house and senate election committees including election costs, voter participation levels, accuracy and security information, and recommendations from the Secretary of State and participating districts regarding statewide implementation.

Defines key terms including "internet voting," "internet voting system," and establishes size and population density thresholds for classifying school districts as small, large, urban, or rural.
