Authorizes the superintendent of the Michigan children's institute or designee to consent to adoption, marriage, guardianship, or emancipation of children committed to the institute.

Allows guardianship appointments under section 19c of the probate code (MCL 712A.19c) with superintendent consent, in addition to existing adoption and marriage consent authority.

Provides that children who are adopted, married, emancipated, or have a guardian appointed under the specified probate code section cease to be wards of the state.

Requires the department to discontinue the Michigan children's institute preliminary consent denial review process.
