Requires guardians of children and guardians of parents to obtain court authority before executing adoption consents, with consent having the same legal effect as if executed by the parent

Specifies that when a petitioner married to a custodial parent files jointly for adoption, that parent does not execute a consent, but the other parent's consent must be obtained before the court enters an adoption order
