Appropriates $10,793,954,100 from the state school aid fund and $31,800,000 from the general fund for fiscal year ending September 30, 2010, plus $450,000,000 in federal American Recovery and Reinvestment Act funds for primary funding formula.

Creates Center for Educational Performance and Information within the Department of Management and Budget to coordinate data collection from all entities receiving education funds, develop privacy policies, and implement teacher identifier system to match teachers to individual pupils' academic achievement.

Establishes requirement that school districts and intermediate districts ensure teachers and principals have adequate access to basic instructional supplies, with department authority to investigate complaints, withhold funds if needed, and procure interim supplies for non-compliant districts.

Clarifies pupil instruction requirements by establishing minimum 1,098 hours annually and requiring 165 days for 2010-2011 and 2011-2012, then 170 days beginning 2012-2013, exempting cyber schools in compliance with specified requirements.

Amends membership counting rules for special education pupils in center programs and adds provisions for membership calculations of pupils in middle college programs and alternative education settings.
