Amends the definition of "ATV" to specify a 3- or 4-wheeled vehicle designed for off-road use with low-pressure tires, straddled seating, and a 50cc to 500cc gasoline engine or comparable alternative fuel engine.

Expands the definition of "farm vehicle" to include implements of husbandry and vehicles used in farm operations as defined in the Michigan vehicle code and Michigan right to farm act.

Adds new definitions including "late model ORV" (manufactured in current or previous 5 model years), "highly restricted personal information" (photographs, social security numbers, signatures, medical/disability information), and "visual supervision" (direct unaided observation allowing immediate aid).

Clarifies that farm vehicles being used for farming purposes are excluded from ORV regulation, along with snowmobiles, military/emergency vehicles, utility company vehicles performing maintenance, and construction or logging vehicles.

Became effective immediately upon approval by the Governor on December 28, 2009.
