Amends Michigan election law to replace language in Section 33 regarding election training schools, changing "preceding" to "before" to clarify timing of director of elections training for county clerks.

Adds training requirement in Section 33(2) for county, city, and township clerks to include instruction on use of an electronic poll book.

Creates new Section 735a requiring the Secretary of State to develop an electronic poll book system for use at primaries and elections in Michigan.

Establishes that local units of government may only use electronic poll books if selected by the Secretary of State as a pilot jurisdiction or granted prior written approval.

Authorizes electronic poll books to access the qualified voter file, enable express voter check-in using Michigan driver's licenses or state ID cards scanned through a card reader, and requires the Secretary of State to develop security instructions for the system.
