Authorizes the department to disclose addresses of public assistance recipients and applicants to law enforcement when individuals are subject to outstanding felony warrants or extradition warrants.

Denies public assistance to individuals subject to arrest under outstanding felony warrants or extradition warrants, with eligibility restored once warrant status is resolved.

Requires the department of technology, management, and budget to develop an automated system comparing public assistance recipient lists with outstanding warrant information from the department of state police, with implementation by July 1, 2011.

Allows the department of state police to access address information of public assistance applicants and recipients through the automated system, but prohibits access to benefit information.

Applies restrictions to state family assistance and state disability assistance recipients unless federal approval is obtained for inclusion of federally-funded programs like family independence assistance and food stamps.
