Amends section 14 of the 1939 Labor Disputes Act to clarify that employers may enter into all-union agreements with labor organizations, subject to the exceptions in new section 14a.

Adds section 14a to allow cities, counties, townships, or villages to establish right-to-work zones through a vote of the governing body or by adoption of a voter-initiated measure.

Prohibits the state labor commission from enforcing all-union shop agreements covering employees in a right-to-work zone if the employer entered into or renewed the agreement after the zone's adoption date.

Updates gender-specific language throughout section 14 to use gender-neutral terms ("employees" instead of "employes," "or her" alongside "his").
