Expands absent voter ballot eligibility to include "absent uniformed services voters" (active duty service members, merchant marine members, and their spouses/dependents) and "overseas voters" (U.S. citizens living outside the country).

Allows county, city, township, and village clerks to electronically transmit blank voter registration applications and absent voter ballot applications to eligible voters upon request, and to accept electronically submitted completed applications with voter signatures.

Requires clerks to send absent voter ballots to absent uniformed services voters and overseas voters who applied at least 45 days before an election, and permits electronic transmission of blank ballots that voters print, mark, and return by mail.

Directs the Secretary of State to establish electronic ballot formats, transmission methods, and procedures for processing marked ballots returned electronically, with modified ballot instructions that include a statement that ballot secrecy may be compromised during duplication.

Applies to all elections starting with the August 3, 2010 election; takes effect June 1, 2010.
