Creates tiered felony penalties for damage of $1,000 or more, with sentences up to 5 years imprisonment for damage of $1,000-$20,000 and up to 10 years for damage of $20,000 or more.

Allows aggregation of damage from multiple incidents within a 12-month period to determine total damage amount and applicable penalty level.
