Amends the Lobbying Disclosure Act (1978 PA 472) to modify definitions of "lobbying," "lobbyist," and related terms.

Removes "of state government" language from the definition of lobbying to broaden coverage beyond state-level officials.

Excludes personal expenditures for food, travel, and beverage for groups of 25 or more people from being counted as lobbying expenditures if not reimbursed by a lobbyist or lobbyist agent.

Removes the racing commissioner from the Department of Agriculture from the definition of "official in the executive branch" subject to lobbying regulations.

Requires enactment of Senate Bill 955 for this bill to take effect.
