Superintendent of public instruction shall establish a process for earning an interim teaching certificate and a provisional teaching certificate that complies with the No Child Left Behind Act of 2001.

Interim teaching certificate applicants must be enrolled in an approved alternative teaching program, hold a bachelor's degree from a regionally accredited institution with at least 2.75 GPA, and pass basic skills and subject area examinations.

Approved alternative programs must provide at least 12 college credit hours of intensive training including child development, family and community relationships, diverse learners, instructional strategies, and field-based classroom experience.

Interim certificate holders may teach in public schools if the employing school district or academy provides intensive observation and coaching and the teacher demonstrates satisfactory progress toward earning a full Michigan teaching certificate.

State board shall develop standards for granting a full Michigan teaching certificate after 3 years of satisfactory teaching performance under an interim certificate; bill becomes effective only if Senate Bills 638, 925, 926, 981, 982, and 994 are also enacted.
