Amends the definition of "practice of chiropractic" to include diagnosis of musculoskeletal and nervous system conditions related to subluxations, misalignments, and joint dysfunctions.

Allows chiropractors to perform physical examinations, review patient health information, order or use tests (including x-rays for diagnostic purposes), and perform tests previously allowed under section 16423 as of December 1, 2009.

Prohibits chiropractors from performing skin-piercing procedures, dispensing or prescribing drugs or medicine, treating fractures or dislocations, and performing non-x-ray diagnostic imaging tests not previously allowed as of December 1, 2009.

Permits invasive procedures involving ears, nose, and throat examinations only as allowed by future rules promulgated under section 16423.

Act takes effect only if all six companion bills (SB 970, SB 971, SB 972, SB 973, HB 5091, and HB 5105) are also enacted into law; effective date January 5, 2010.
